Of those, U Penn is definitely the best - it's an Ivy League and it definitely is in the top 100 list.

As for the rest, the Cal State schools aren't all that similar to each other - some of them are well regarded and others are not. Cal State Long Beach is one of the better ones, though it depends on what you want to study. I've heard good things about Cal Poly Pomona and Cal State Monterey, but the rest I'm not too sure about. I do know that San Jose State is not in a very good area, if that makes any difference to you..

U. of Penn is in the U.S. News and World Report's top 100. The state schools of California should be similar to each other. Penn State has a good reputation. U of Penn is an ivy league school. I am not familiar with the others enough to comment. Check this site for information.
