i think a complete woman is a self-defined concept that only the person concerned can say of herself. every woman has different criteria of what makes her complete and no one else can do it for her.
a compleat woman, on the other hand, is the quintessential of everything that universally define womanhood - a perfect balance of a successful career and a fulfilled personal life (e.g., motherhood). defining the compleat woman comes from outside observers.

Complete is physical. Compleat is all-encompassing. Compleat refers to a woman who is beyond complete, a woman who has both style and civic-mindedness, who has a heart bigger than her head. Accomplished beyond the ramps and catwalks, beyond office settings, but also in terms of her contribution to the community and the bigger world out there.
