How tight is 31 in. lbs. when tightening a bolt? As in snug tight or realy tight.?

31 in. lbs. is approx 2.58 ft. lbs. A heas bolt tightens to approx 40 ft. lbs. may be that would be snug tight for in.

glue a yardstick on it and hang a one pound bag of chips at the 31 inch mark
