my power window regulator is broken my friend said it is the wire and does any one know how much this cost to fix it and where any places will do it?? i live in california

If by "Wire" he means an electrical wire, it is usually a fairly simple fix... although it can be awkward to access them sometimes. Just solder in a new piece where the break is and make sure the slack isn't in the way of anything that moves.

I'm guessing he means the cable in the regulator that pulls the window up or down depending on which way the motor is turning. This requires a whole new regulator, as regulators are generally non-serviceable. If you are not confident in your abilities to replace it yourself (some of them are really difficult) then I would recommend calling a reputable glass shop that specializes in auto glass.
