It means that at this point in time, the American government is more like a machine than a bunch of separate politicians, so no matter who we vote into office, they are a part of a machine and have very little control.

There is a certain amount of truth to this. The one who would have the most impact is the one who would expose the corruption in our government, but they would be thrown out and possibly killed. (Yes, our government is the most efficient organized crime of this century)

Democracy is a process by which the people are free to choose the man who will get the blame ... or the glory ... depending on how they handle the job

It had to be said in jest.
That is not what Democracy is intended to be, but in today's world, it seems to state the reality of the matter.
