How old is your monitor? I have an older CRT monitor that has a faded line running from the top to the bottom. It even moves as the picture changes. Your monitor might just be old.
In any case, I would say to try a different refresh rate (60hz, 70hz, etc.)
You might also try changing screen resolutions. That might make it go away. My old monitor shows a line at 1024x768, but not at 800x600.
