To be perfectly honest, this is what happens when everything is made in China and the only thing you can get are crappy $1.98 Chinese fans. What you need to do is to toss the cheap Chinese fans and get fans on the order of $24.00 each and you won't even know if the computer is on. Stay with the $1.98 Chinese crap fans and what you will need to do is to buy earplugs.

The sound could eithor be the fan or the harddrive itself speeding up. A bad fan can be replaced by ordering one and taking the computer apart. Also if you take the computer apart you could just clean the fan with a cloth and this might solve the problem. If it is the harddrive making the noise you should back up your data soon because this noise in a harddrive means a fatal crash is eminent. So, make sure you know which part is making the noise and then replace or have someone replace that part.
Side note, if it is a rattling noise that means something is not screwed down. Check for this too.

you should first try cleaning the inside of your computer! Any dirt buildup on your fan will cause it to be loud.
Why drive to Best Buy....? Order a fan over the internet!

I second the Zalman recomendation. I have a Zalman cpu cooler and it is much quiter than the stock fan that came with the cpu.

Use Zalman products

Replace any fans with heat dispersal units, where possible.
Use larger, lower RPM fans in place of smaller ones where a fan is necessary.

lower your fan speed if you dont need them. replace them with aftermarket products.
water cooling is very efficient and quite but will cost you a pretty penny. just like the other more radical methods like compression, dry ice, liquid nitrogen.
