You need to put the comma there because even though you're talking about the same subject, there's a difference in what you are talking about. It would work fine without a comma, but if you need one you can put it there.

She bought a six pack of Red Tail, Pita Chips and habanero cheese dip for the party.
Only after Red Tail as it is part of a list. The items separating the word "and" do not need a comma. Semicolon would not be used here as it is not used to separate sentence fragments.

She bought a six pack of Red Tail Pita Chips, and habanero cheese dip for the party. You put it there because from she to chips, it's the first part of the sentence and the other part, (and-party), is the second part.

you put the comma there to separate the first part of the sent. with the last part not just using the "and" but using the comma makes it a correct sentence.

I wouldn't. It's not necessary as you have it. However, should it in fact read:
She bought a six pack, Red Tail Pita Chips and habanero cheese dip for the party.
Or, as NO1FAMILIAR has it, a six pack of Red Tail (assuming it's the name of a beverage), pita chips and habanero.....
List of items with a comma separating the first two.

She bought a six pack of Red Tail Pita Chips and habanero cheese dip for the party.
you dont need one i just got rid of the extra "and"
the reason you dont need one is becuase it is not a list of 3 or more items. if it was "She bought a six pack of Red Tail Pita Chips, HOT DOGS, and habanero cheese dip for the party.
you need the commas because you are linking 3 items or ideas
