hahahahahahahahha! I too work in an office and I have the same problem with my co-worker....well i have ALOT of problems with my co-worker but the toilet paper issue is one of my top issues....just tell ur co-worker that you would appreciate it if she would refill the tp if she is the one to use the last of it...i mean its seriously not that hard..but if you work with a real pain in the booty like i do then it doesnt matter how many times you tell the person they dont change..i keep a TON of extra tp in the bathroom and make sure that its easy to reach...

In most offices the company that is responsible for keeping the ladies room clean, replaces the toilet paper, however, it's usually replaced at night when employees are not in the office.

You can type a sign, that states:
Ladies, please replace the toilet paper, you are not at home.

I would carry some of those Kleenex packs with me and use those.
After a while when the other women figure out the toilet fairy isn't coming around anymore,they will start replacing the toilet paper themselves.

Respond to her as such.

"GET THE **** OFF YOUR *** NOW! AND REPLACE THE GOD DAMN'D TOILET PAPER IF YOU WANT TO HAVE DRY TOILET PAPER IN THIS GOD DAMN'D OFFICE DO YOU UNDERSTAND ME YOU KONGBLOWING SAD EXCUSE OF SOLDIER!!"

That's what i'd do anyway.

If it was me I would bring a small packet of wipes. They are cleaner and then you don't have to worry about this.
