It goes back to a 19th century political cartoon. At the time, the republicans were the larger party in terms of membership, and in political ascendency - thus the elephant, elephants are big. The Democrats were the smaller opposition party that refused to give up - thus the donkey, donkeys are notoriously stubborn.

Thomas Nast was a political cartoonist in the late 1800's who commonly used animals to describe actions of both parties. In various cartoons, he commonly used the donkey as democrats and elephants as republicans. There have been a million versions of why he choose those particular animals, because you can use both good and not-so-good qualities with each.

None, under the libertarian party the government is disbanded and under anarchy people went wild and hunted all animals to death. The elephant representing the republican party is funny because elephants are big and slow moving, just like the republican party is slow moving (about doing anything except sticking to repeating their past failures).
