Interfacing is hidden between two layers of fabric. It makes them stiffer. Facing is just a piece that's folded over to make it a little stiffer and make a neat edge.

Table runners are very easy. If the fabric is very stiff, you may not need an interfacing.

1. Facing is usually made from the same fabric as the project you are making. It is a way to tidy up raw edges and leave a neat finish. Interfacing is usually a non-woven, thin, firm fabric (I use vylene) which is sewn between the main garment and the facing. This adds firmness and body to the garment. It is also used for re-enforcing areas like button/buttonhole bands which will take a lot of stress.

2. I have never made a table runner, but I think it would be fairly simple to do. Cut you fabric to the size and shape you want, then finish the raw edges so they don't fray. A small hem would work it the edges are straight or bias binding if they are not.
