MY car was impounded improperly by the city, I got the documentation from the city to get my car out of the impound yard, and was told that my car was picked up by the leinholder. Now they(the leinholder) wants me to pay a bunch of fees they incurred in the process of moving my car, even though I wasn't liable for any of the fees related to the towing and impounding of my car. Can they do this legally? I am current on the loan, and don't want to pay any more than I have to.

most loan agreements have stipulations about impound fees and other cost that are necessary for them to protect their investment. If you had not gotten your car out of the impound yard it would have been sold off.

"even though I wasn't liable for any of the fees related to the towing and impounding of my car" - Not sure what you base this on. If it was legally towed fees would be due. If the car was improperly towed and the fees should not have been payed, the city should refund the fees to the loan company.

Are you just saying that you were not liable for the impound fees or was the matter adjudicated in your favor? If you have been adjudicated as not liable or if the city has admitted in writing that the impound was wrongful, then you should forward the court order/judgment or the written admission to the lien-holder. The shorter answer to your question is yes, typically the lien-holder has standing to redeem the vehicle and typically you are liable for its costs in doing so.

Yes, they can. The failure to redeem the car from the impound, proper or not, was an event of default under your car loan. They do not have to give you back the car until you make them whole; some car finance companies won't even give you that, and would require immediate full repayment of the loan, so count your blessings.
