There's evidence that there is water trapped under the Earth's surface in a large pocket that has the potential to fill the oceans 3 times over...I dont know why I can't find the source but I remember reading it somewhere.

Water is a permanent chemical. Very little is produced from the elements and very little dissociates.
It evaporates, precipitates as hail, snow, or rain. It spews out as steam from hot springs.
As others have posted - the hydrosphere is the repository.
