How hard is it to have someone labled a vulnerable adult and commited?

My mom is trying to have it done to my sister. Please help me as for I am trying to stop it from happening.

If your sister is not, she should be able to handle the issue her self. She may want to visit with a lawyer.

A lawyer would be the best way however if you find a need to help your sister in this event then you may want to have her visit with a mental health professional as well one of her choice not one of your moms choice.
Doesn't sound like your very old so you may want to get the department of health and welfare involved to help you.
