It could be one of two things : either the drive belt is way to worn to move the tractor or the transmission has internal problems.
When its running, see if the transmission pulley is rotating ( in neutral) - if the belt seems to be 'flopping ' around quite a bit, then its a possibility it needs to be replaced or it couldve slipped off .
Transmission- well if its internal, the cheepest way is to replace the trans- with the tractor off and rear wheels off the ground, place it in gear and turn the wheels- see if the transmission pulley turns . If the wheels have a hard time turning, then its either internal or the brakes could be stuck on. The brake caliper assy is on the gear shifting side right behind the rear tire. The little 'wheel ' on the side of the trans is the brake rotor - this should rotate with the wheels turning.

I think that we need a little more information. What kind of mower? Walkbehind or rider. It won't move with the engine running or shut off? We might be able to help if you give us more to work on.

I take it that this is a riding lawnmower. If so you need to replace the drive belt. Kind of a pain for diy but not to bad if you have the manual.
