Of course it is. The best practice is to ask her in a situation that she would find to be special. It's different for every woman. My fiancee asked me at a small get together at his place and I thought it was spontaneous and sweet.

Yes, it is. The best way is to ask her parents first. Get their premission, then make the proposal something special. Be creative, but, don't break the bank. Take her to a nice restaurant, nothing noisy (like Applebee's or Chili's). Something small. Or maybe take her to the park for a picnic. Just remeber this, women live for this and you want her to feel special. I proposed a week ago and I only spent a total of $200.00 for the whole weekend. She hasn't stopped smiling since.

I think most women like being asked in the traditional way. Even talking to her parents first is really nice.

of course you have to ask the woman but, do you mean ask her father? it's customary in some cultures but in the u.s., it isn't done to much anymore. some very traditional families still expect it but not many.

Well you have to ask her. You can't just make her marry you. Get down on one knee and do it using a large diamond ring.
