Yes, it is. The best way is to ask her parents first. Get their premission, then make the proposal something special. Be creative, but, don't break the bank. Take her to a nice restaurant, nothing noisy (like Applebee's or Chili's). Something small. Or maybe take her to the park for a picnic. Just remeber this, women live for this and you want her to feel special. I proposed a week ago and I only spent a total of $200.00 for the whole weekend. She hasn't stopped smiling since.

of course you have to ask the woman but, do you mean ask her father? it's customary in some cultures but in the u.s., it isn't done to much anymore. some very traditional families still expect it but not many.
