As of the 2000 Census, Maine and West Virginia have the lowest Hispanic population by percentage at 0.7% each, while Vermont had the lowest absolute population at 5,504.

(Note: numbers have surely changed since 2000, but those are the latest official numbers. Censuses are every 10 years.)

I'm guessing Idaho because they have a low population overall.
