I'm a Freshmen in high school. From day one I complained to my counselor almost everyday about my locker being able to open without a combination. They said they would get it fixed right away, but we have been in school for 7 weeks already! Teachers won't allow you to come in class with a bookbag so I had to leave most of my books in my locker. Today, someone broke into my locker (because the lock doesn't work) and took EVERYTHING. Now the school says I owe them over $300 in textbooks even though I told them the books were stolen and I never got a new locker.

No its not, you need to have your parents come and talk to the school.

No, it isn't fair and you should have a claim against THEM for the cost of the books (which you are required to replace) plus the cost of your bookbag plus the cost of anything else that was in the locker.
Don't be bullied on this.Tell your parents you need a lawyer and that you are suing the school -- unless they want to simply roll over and pay the more than $300.
Do you have a record of the complaints you made or did you just tell someone in the office about the condition of the locker? If you just told someone, can you remember who it was, so they can be subpoenaed to give evidence on your behalf?

Show the super intendent that the locker opens without a combo and tell him that you should not be required to pay for the books.

Your counselor should be able to back you up that you complained about a faulty lock. Your parents need to talk to the school. The school is responsible to provide secure storage for your belongings. You are not responsible for this theft due to their slow response to your complaints

Its your schools fault. Tell them to look at your locker and open it without a combo. Its definitely not your fault. I would def. have parents talk to the superintendent in your schools district about this problem.

No it isn't fair. They owe you for all the personal things that were stolen. In hindsight, I'm sure you will agree that it would have been better to tell them about the broken lock IN WRITING.
