If by "cheap" you mean they get better mileage than most four-wheeled vehicles, you're right. If by "cheap" you mean that your insurance will be lower, then it depends on your age and driving record. If by "cheap" you mean you don't want to budget $1000 just for riding gear, then don't bother riding.
Starting over with ZERO skills and piloting a vehicle that will go faster than a $70,000 sports car in traffic that is out to get you every minute should keep you busy. Motorcycles are only as dangerous as the rider.
Oh, and by the way, ONE MISTAKE could mean your life. So be sure to get a LOT of practical experience in riding, including an MSF course and FULL gear to protect you WHEN you go down. And always remember that just twisting the throttle does NOT make you a motorcyclist.

If you plan on driving a lot then its worth it. But to drive a motorcycle you need to do the following on this list.
1. Take the safety course about $250 (Easier to take that and get licensed than to go to dmv and fail 90% chance you'll fail)
2. Insurance. Cheap about $70 per year
3. Helmet
4. Gloves
5. Tires about $100 a piece every time they go out
6. stop & go tire plugger (in case you get a flat)
7. Back pack or magnetic gas tank bag
The good news is the money you save on gas covers all this in about 1 month. If you don't drive freeways get the ninja 250

Here's why:
They are not dangerous.
They are ridden, not driven.
Riding a motorcycle is not as cheap as most people believe.
When you buy a cheap car, it's all you need.
When you buy a motorcycle, you still need all the rest.

The cost of a new motorcyle can be the cost of a new Hundai so why not get a car that is safe. Yes, cycles are dangerous and you have to have a special license to drive them beyond a normal driver's license for a car.
IF you are bored, find something else to do like getting a job or joining a bowling league or reading a book.

in my book you like to ride, and want to ride... basically you love to ride... if you are wanting to be cheap then well, you need a bicycle beacuse if you have to ask that kind of question you better play it safe & not go any further ;)
