It is possible but risky. Although we do not yet have a national drivers database many states for a long time have shared limited data bases. You can walk into a DMV in California and claim not to have an Illinois license but they may have access to a simple yes or no system that just tells them that you indeed do have a license in Illinois and that will red flog you for further investigation. That is not a chance you want to take.

Not these days, they usualy do a background search before issuing a licence just for that reason. It would have to be a fluke for them to miss it.

nope, they check that sort of stuff out. when you go to the new state to get your license they make you surrender your old license - at that time they look up your driving record. if your license is suspended in another state you won't get one there.
