It exists in every mom and pop store that's run by a lunatic owner. It exists in small nations that nobody notices the king or dictator has gone insane. It exists because power corrupts and absolute power corrupts absolutely. Some people are just control freaks, micromanagers etc.
It exists because we are flawed humans and sometimes people don't have the boldness to stand up against it.

Yes we do, one example is Myanmar, on the news for a while now. The reason is the people in countries run by dictadorships are ok with it, otherwise they would rise up, make a revolution, and get rid of the dictators and its people. Yes there will be a lot of boodshed, but that's the price of freedom and democracy.
A lot of those countries many times blame the U.S. for all their woes, and never do anything in the name of freedom, because they have a good excuse in blaming the U.S. for everything.
