I am trying to figure how a safe way to dispose of shredded paper. The paper is not finely shredded, it's in large strips. There are 5 trash bags full that need to be disposed of. I don't know what to do with it. It can't just be thrown in the dumpster.

Yes, you can recycle shredded paper in any state. We shred tons of shredded paper every day in Minnesota.

My first Q in response is why not? Is it secure documents? Are there laws regarding paper trash? Are there NO recycling efforts going on in Minnesota?

We always put our shredded paper on the compost heap.If you put one bag on a week and cover with usual compost material it will decompose in no time.
