Dont plant a perrennial!!!! Your stucco will be ruined. I have seen this too many times before. Plant an annual, such as morning glory. They are easy to clean up in the fall and dont leave very ugly attachers to your wall. At the very least do not plant a virginiana creeper. They are technically a weed and will suffocate any other plants or trees nearby.

Good luck.

There are many plants that you can plant on the inside that can cascade over the wall to hang over the pavement side. This, however, will only cover up the the overall problem allowing for the damage to get worse over time. Therefore, I would recommend getting some proper advice on the matter. As for digging up council footpaths that would be a big no, NO. Only licensed civil engineers can do that.

morning glories are beautiful! they spread like crazy! you can get them in many colors! if you dont want to use a support ,they are great, because they can latch on to anything to grow upwards, even the smallest thing! and they dont need alot of care! and they even enjoy poor soil conditions!
