Why do people point to their wrist when asking for the time,
but don't point to their crotch when they ask where the bathroom is?

Pointing to the crotch or even scratching the crotch area in public is considered gross and most of us have been taught that from an early age! Besides people go to the ladies room / men’s room for other things besides the obvious, like washing, combing hair, applying make-up etc!!!

Pointing to the wrist is very clear. Everybody knows it means time.
On the other hand, pointing to the crotch could mean a lot of things.
You wouldn't want a gas station attendant to get the wrong idea of what you're looking for would you?
