Because, first of all, things were WAY better at the end of the 90s then they are now. The economy was stronger, we were better respected worldwide, we were safer, etc. This leaves them two options.

A) Accept that their party messed up bigtime.
B) Say that it's all because of delayed downsides of Bill Clinton's presidency. This effectively gets them off the hook AND attacks the most popular Democratic president since FDR (average approval rating of about 60%)

Also, they've known for a while that Hillary wanted to run. What better way to try to discredit her?

Edit: Technically Kennedy had a higher average approval rating than Clinton, but he got shot and didn't spend much time in office. Also, Clinton's average approval rating was 57%.

"Always"? Really? Nice generalization, but to even agree we'd have to agree on what is being "screwed up" by republicans. It's a subjective argument likely to be sided with those of a like political view.

For the same reason democrats blame everything on Reagan and Bush - they're stupid and think that we are too.

They don't.

When Dems screw up it's always Bush's fault, however.
