This is the evil chortle. It is usually performed by the villain accompanied by a waggle of eyebrows and twirling of mustache when putting a good one over on the hero.
It can be used to indicate nefarious plans in the making.
I believe it was used often by Dr. Evil in the Austin Powers movie.

It's suppose to be a scary laugh, one that is good-hearted on YA but meant to show a bit of show-it-off scary-stuff. You can use it any time you answer a question that you thought was a bit silly in the first place, like this... only I spell it differently, 'cause I'm a bit of a show-off scary-- bbwwwuuaahahahahaha!
(It always comes in right at the end...)

That's the EVIL GUY LAUGH.
When the mad scientist creates something wicked, when the bad guy corners someone and is about to do harm, they give this evil laugh.
Heck yes, I say it, when I'm frisky.

That is how you would spell out a really evil sinister sounding laugh.

It's an evil laugh, like dracula just before he bites your neck.
