Is a 2 fam rent controled if both units are rentals. I understand if one of the 2 units are owner occupied, the owner can raise the rent to whatever they want .

There are few if any rent controlled units in NJ. A single family unit is virtually never subject to rent controls. The LLs can raise the rent as much as they wish and if you don't have a lease, as often as they wish.
