i had to do a routine brake job on a import once with wheel locks on it ,so i thought .the lady had lost her key when i asked for it to remove the lugs.i tried vise grips sockets, etc ,none worked.so i covered the rims with cardboard and MiG welded some bolts to them .

Most of the time to take an old key that fits in the hole and jiggle it it will pull off the lock cover, then remove the lug nut if need be ,otherwise tap on a smaller socket and remove the whole assembly (you might have to tap pretty hard) because your jamming the cover on to the lug nut.Once removed go to an auto parts store and buy a new set of locks without the covers,or if you can't afford them drill the old locks out and put the old lug nuts back on.You can't drill the locks on the car their is no way of getting in to hold them firmly

My trick has always been to find a 1/2" socket that fits tightly over the lug nut shoulder and then hammer it over the lug nut. Sometimes you sacrifice the socket, but the lug locks come off pretty easy this way. be sure to douse everything with penetrating oil first.

Get a drill and drill the locks and remove them, it takes a good drill bit to do this.

Your best bet would be to have a garage do it. They have all the necessary power and hand tools plus the experience. You could damage the wheel or axle flange.

Any decent tire store should be able to do it.
