Is there any authority that can take action against hackers that attack personal computers? Details below.?

I keep getting the same message, "A recent attempt to attack your computer was blocked." when I view the details it is the same source each time.(74.210.15.77) I there any body that can stop this person from doing this? Even prank telephone calls are illegal & can be stopped, if you know who's making them. Thanks in advance for your time & insight, GF.

The internet rules say that you need to report it to the admin of the systems he is on. That IP is

You would have to provide logs or other specific info showing how the IP was recognized, the time and date, etc so they can compare it with their logs
