Of course it is! As long as you won't be freezing, or you live in a climate where it's snowy already. In that case, it's really more impractical than a faux pas.

If this is an evening event and you're wearing a "cocktail" type dress...then open toe shoes are completely appropriate. I'd wear a nice strappy sandal with a heal that's above 2 inches. Perhaps in black, silver, or something to match the dress.

It depends entirely on the weather and the color of the shoe. If the weather is warm enough to command an open toed look in the fall, then be sure the shoes are not a light color.

Depends on where you live.
In Florida open toed shoes are pretty formal. Wearing any kind of shoes is formal.
Casual in Florida means, bare feet, a swim suit and perhaps a Mickey Mouse T-shirt over that.
Formal means sandals and shorts.
When the invite says, "Black tie optional", people from Florida ask, "What's a tie"?
When you see someone in Florida say at EPCOT wearing socks with their sandals then you know they must be from out of town.
Of course if you live in Boston, I can't help you.

Of course. Women wear strappy sandals at all times of the year to cocktail parties.
The only drawback is if you have to walk a long way in cold weather and your toes would get cold.

It's completely fine. Slingbacks and open toes are fine for October. Just watch out for snow (depending on where you are). I live in PA, and we've been known to have snow towards the end of October.

Open toe shoes are fine in the winter, pair them with opaque tights to keep feet warm and look more appropriate in the colder weather.

Yes it is ok to wear open toe shoes in October as long as your toes aren't freezing or wet from the wheather.

Yes and especially with the weather now days it's okay. I live in Texas and I am still wearing summer clothes and flip flops everyday because it's in the 90's.
