Some people are talking about different strains of Salvia but I believe the one you are referring to is Salvia Divinorum.
Yep, it's legal. You can buy it dried or in extract form of varying strengths (I've seen as high as 80x) at pretty much any well-stocked smoke shop. The highest dose I've taken was 30x extract on top of herb and it was pretty weird. At that dose there are no strong visual hallucinations. It's more of a strong body high (many people my self included describe this as a vivid sensation of being pulled backwards, or everything else falling forwards) which is sometimes accompanied by distorted aural perception.
The way people handle this differs, but I've never had any problems other than a little giggling. The people who said this is "REALLY INTENSE" must've done something else because it's really weak compared to something like say LSD, DMT or even mushrooms. It's such a short high (about 5-10 minutes) and it ends just as abruptly as it starts. If you plan on trying it I wouldn't even bother with the dried leaves because I tried that a few times and it didn't do anything for me.

It's a lovely plant that is about to be ruined and made illegal by a bunch of druggies who would rather smoke it as to look at it.
For those of you who have not heard, Salvia is the new pot.
From what I've read it takes a lot for very little high. Don't be surprised if we have to start ripping our plants out of the ground soon.

Some salvia's are heat and drought tolerant, so they are easy to grow in our very hot area. Without my salvia's, my hummingbird/butterfly garden would be very bare. I didn't realize people were using it for other things until I did a search recently to identify one of my plants. It never ceases to amaze me what people will risk to try to get high, and I'm sure I don't know the half of it. We thought we were being bad when our Grandpa had us smoking grape vines, then we graduated to Swisher Sweets. I'm still aggravated about not being able to buy Sudafed without having to go to the pharmacist, I would be more than that if they came after my salvias!

It is illegal in onloy 5 states in the usa for people smoke it and it delivers an intense hallucination...Go to youtube.com and type in salvia and it has some videos of people smoking it and the trips they are on...It is a good ground cover plant..but as I say, it is only illegal in 5 states here to this opoint..here also is a link just to show you an example of what I am talking about..
