safe mode is a dianostic mobe in windows where it only load the minimum amount of drivers to run the operating system.
The only reason I can see why he told you that is for you to run you antivirus program in safe mode because most of the virus wont load up and its easier to clean your system that way. As far as you laptop running slow try deleting some things you dont need alot of programs might be loading up when u power on and running in the background causing it to run slow. also try to invest in some more ram. hopes this helps.
