If it's true scuff marks try the Mr. Clean Magic Eraser but use the regular one. The extra strength one worked on our hardwood floors at removing our dogs white nail marks but if the light hit it right, it looked like some of the finish came off so BE CAREFUL!! Perhaps try a hidden area first.
Edit: Go to the Mr. Clean website and they have coupons for the magic eraser

Take them to a shoe repair shop to do it professionally. They'll know if the scuff marks can be gotten out or not, and it beats the cost of a new pair of shoes. That way you won't risk putting some type of oil on them that may discolor the area. They can probably do it, but if not, you can try using a Sharpee marker or liquid paper eraser in a color that matches your heels. You should be able to find those at Walmart, Staples, or any store like that.

Try rubbing it with a clean dry rag. It will take lots of elbow grease, but your shoes will not be ruined.
