I wld go first to Microsoft, and look in their downloads section. Where it says "Search" put in the mouse's description. It will tell you right away if they have the driver or not. I believe that url is: www.microsoft.com/downloads. I am in agreement with whoever told you to go out and get another mouse. A lot of times you can go to a thrift store and get one for almost nothing, or go to Walmart. Another place to look, is in your local freecycle group. You can put a "Wanted" ad and probably get more than you will need. Your's may have simply gotten dirty or quit from being too old. If it is dirty, you can try cleaning the roller ball. I am sure being as your mouse is that old, it has a roller ball.

Go to Olderdrivers.com . They carry an enormous amount of drivers. Microsofts web site will also carry drivers for its periphial hardware. Just type drivers in the search bar or intellimouse 1.3a

Have you tried putting
"download driver, IntelliMouse 1.3a"
in the bar of your search engine (ie google, live search, etc)
don't forget the "quotes"

in your driver data base you can use microsoft wheel mouse driver its already on your PC / it will work just fine.
Got to the device manager in systems propertys,
click where it says mice or mouse then click the mouse it says there, then click the driver tab then update driver, then view list of all compatible drivers and you should see Microsoft and then wheel mouse.

There are known issues with Windows 98, the earlier Intellimice versions and the scroll wheel with certain applications. Although this article states the written instructions are applicable to 1.1 and doesn't site 1.3a, this doesn't mean this wonderfully detail solution offered isn't applicable. If I were in your shoes, I would definitely try it.
