I went to my bro's apt. and notice the roaches and I had bought the lemon fresh Raid and sprayed it a few times along the floor. I seen them die instantly, just wondering which is a better way............

If they're infesting the inside of his apartment, the best YOU will be able to do is reduce the population.
The whole apartment building needs to be treated inside and out. It takes a good non-repellant spray, an insect growth regulator, a slow-acting bait and lots of boric acid. These are things you can't buy without an applicator license.
Admit defeat... but not Terminix... find a local company and refer them to your apartment manager. This is their responsibility, not yours.

move to Wisconsin - there are no roaches here, it's too cold they don't survive here.
