The conflict was among the townspeople. Most of them hated each other and many of the so-called "witches" were simply caught in the feud. One side would accuse someone from the other side of being a witch, and then the other side would return the favor.
There wasn't much comproise going on, although a few times, the judges agreed not to charge someone who had wealthy and powerful friends in the town.
