Athlete's foot is a fungus. You do have to go barefoot briefly to pick it up (or share footwear, or a bath towel), but once you have picked up the spores, then it's much easier for the spores to get a 'foothold' (groan) when you are wearing shoes than when you remain barefoot. It needs the dark, warm and slightly damp environment inside a shoe to flourish, it thrives when you play sports and sweat, making your foot even warmer and more sweaty inside the shoe, but on the well-ventilated, light and generally dry skin of the bare foot, any spores you have picked up will almost certainly die without affecting you. Athlete's foot is a Western disease, it's not common in cultures where people go barefoot far more frequently.
In a similar manner, you have the greatest risk of encountering the spores in a sort of damp, warm area, like a pool, locker room floor, shower etc. If anyone with athlete's foot goes barefoot on a dry floor, any spores that remain behind will die quickly. So going barefoot in a mall or store isn't a great risk even if you do have to put on shoes afterwards, but walking in line at the airport might be, since there you're right in line stepping in exactly the same places as all the other people on your flight, so even though the floor is dry any fungus spores are still fresh, seconds old and haven't had time to dry up and die yet. So wear sandals/flipflops or remain barefoot when you have to go through security :)

It all depends. That is why some places urge that you wear flip flops when walking on the floor in a public locker room. But I go barefoot in the locker room anyway

it depends if someone who has althletes foot walks on the floor bare foot then so do you yourun a high risk of getting it
You also run the risk if someone with althletes foot wears your trainers then so do you
so my advice stick to trainers and don't let anyone else wear them
