From Batangas City, go to the bus terminal for trips to Lian, Batangas. In Lian, there are several options: jeepneys and tricycles that could take you to nearby Matabungkay.

From batangas city, you have to find a bus going to Nasugbu. tell the bus conductor to drop you off on Lian. When you reach lian, there are jeepneys that could take you to Matabungkay beach.
I apologize for the earlier directions. Batangas city is quite far from Lian to go there on a jeepney or tricycle. : )
