Since you cannot even access in safe mode anymore I recommend you put the Windows cd in and try a windows repair to keep your data! If it works the only thing you may have to reinstall are some drivers, but at least you will not lose your stuff. If that doesn't work then you may have no other choice but formatting. You should always make sure to have a backup of important stuff, eg on dvd. Good luck!

If your computer isn't even booting into safe mode, when it reboots and it brings up the options to your BIOS menus (it says your processor brand on the screen and at the bottom it says "push F1 for setup" or something similar... )See if it has a "push F12 for System Recovery" or another F-button usually. This should recover all or most of your data and make your computer work again.
If it still reboots after a couple minutes through the recovery and doesn't give it a chance to complete, you need to reload windows completely. You can still recover your data, but you'll have to get a new harddrive and put windows on that and then hook your old harddrive up as a slave and transfer all your files onto the new harddrive.

Boot from a XP installation CD
run "R" for repair
type in chkdsk /r
this take 30-45 minutes, but 9 times out of 10 will fix it
when it is done running type exit, and the system will reboot

Do not reload WIndows if you want your data!

Try using Windows recovery console to run chkdsk on the drive.

What's the error message, if any, when it fails to load?

If the safe mode won't work, please ask somebody who might help to repair your windows using an installation/recovery disk.

Go into safe mode, then programs, accessories, system tools, system restore and pick an earlier date when you had no problems.
