I've had this happen before. Try unplugging your modem and plugging it back in. This will completely reset the modem. I called my internet provider when this happened and that's what they told me to do. Works every time!

I am trying to decipher what you have, what works, and what does not . It would help a lot if you had bothered to proivde more information.
I presume you have a modem that plugs into a wireless router.
I presume your desk top is either hard wired to the router OR is wireless and close to the wireless access point. Either way it appears to function.
Your notebook apparently has limited or no conectivity. Wireless signal does not penetrate masonry, metal (duct work is metal, so are silver backed mirrors for example), and other high density building material.
Move your notebook into the same room as is the router and make sure you have a clear, unblocked line of sight between the router (wireless point actually) and your notebook. I would reboot the modem, router, and notebook once the notebook is close to the router (turn all 3 off, leave modem off for at least 0.5 min before turning it on, wait at least 1.0 min after turning modem on before turning router on, wait at least 1.0 min after turning on router before turning notebook on.) If this clears the problem up, and I suspect it will, your problem is due to signal blockage from an obstruction or distance. You will have to engage in experiments to determine where to place the access point and the notebook to get things to work.
If connection when notebook is close to router does not work, recheck your wireless config on the notebook and make sure it matches the config you established on your wireless access point.
If none of this works, start a new question describing exactly what equipment you have, exactly what you did, and what you observed, including the success or failure of your desk top and whether the desk top is wired or wireless. From a clearer picture we can give clearer recomendation.

Limmited or no connectivity ususally means that your wireless is not receiving a good signal. Try shutting your laptop down completely and restarting. You may not be near enough to the router for the signal to reach you. :)

Make sure that the router you are using is configured now that you shut it off. Also make sure that your Ethernet card (The internet port in the back of the Tower) is not disabled. Turn the modem off for a few secs and then plug it back in. Try that

try turning off your wlan connection on your computer and then turning it back on. When mine locks up this works..sometimes my wireless card doesnt get the signal

You did not say which wireless connection you are using, for example LYNKSYS. You can contact them by phone or on their website. I have found phone help is faster. They will walk you through the steps to get you back on line.

I would try restarting the computer first to see if that fixes it.
