I just reformatted and reinstalled Windows XP Service Pack 1 on my 5 year old Dell Dimension 8200.
In the past before I reformatted, my computer had been USB 1.0, but I upgraded it by installing a USB 2.0 PCI card. The PCI card worked automatically without me having to install any drivers.
Now, since the reformat / reinstall, Windows is not recognizing the PCI card and says it needs drivers.

Upgrade to SP2. A lot of the additions in SP2 had to do with USB and the drivers for USB 2.0. They aren't there yet with the SP1 reinstall, but run windows update a few times and you should get SP2 installation, and that should help out, other option is just go straight to the source and get SP2 and see if it helps.

That's because the trick to reformats and reinstalls is that even though it's so great to do, you lose all your upgrades and any software updates you installed - you may have had some update that allowed the card to be recognized that you don't have now, try installing all the updates and see if that works it out.

I think you might have to install service pack 2 and try looking for drivers online for the pci card.

Hi. Microsoft has stopped supporting Win XP SP1 (anti-piracy). There may be drivers on the web. Earlier versions of Windows did not support USB 2.0. Try here. http://www.softwarepatch.com/tips/usb2-driver.html

have you tried removing the drivers from "device manager" (look for a red x, or a yellow one), and letting it reinstall during a reboot? i'd try that 1st. when you redid your computer did you have the card already installed? if the 1st part (above), doesn't work, then try taking your card out (maybe remove drivers as above 1st), booting up computer, then shutting it down, and reinstalling the card.

Install Win XP SP2 from Windows update.
SP2 has all drivers for most devices.
