SLORC, the military junta which currently controls Burma, was originally intended to be a temporary security organization. Free elections were supposed to be held, and then SLORC was to pass the power onto the winners. When Aung San Suu Kyi's democratic party was elected, however, the SLORC imprisoned most of their partyy's candidates in Insein and put Aung San Suu Kyi under house arrest. Apparently, they didn't intend to give up the power and wealth that they accumulated. The generals of SLORC became immensly rich by destroying one of the most productive economies in south east asia, and impoverishing the populace. The Burmese people tried to overthrow the junta in 1988, but they were brutally crushed in a bloody massacre. They repress any dissent and imprison "dissidents" without a fair trial. Aung San Suu kyi once summed it up by saying that it was not the power that corrupted them, it was the fear of loosing that power.

Myanmar is run by communist totalitarians. That would hardly be considered a conservative based form of government.
Plus, the main body of protestors being victimized by the government there are monks. If anyone can be considered conservative, it would be them.
