That's a spot out in the Gulf of Mexico, about 65 miles off the coast of Louisiana.

Ok...so lets just clear something up right now. The imperial system of mapping does not work. 12 inches is one foot so the whole 12 inches and 18 inches thing should tell you that the degrees are the only thing that is right. The location given is in Degrees, Minutes, Seconds. So the area you are looking at is in southern China. Go to Mapquest and click on get maps by lat long and then enter the numbers as you wrote them in the 6 boxes and you will get a point in southern China just north of the Border with India. There isn't a lot there so Zoom out if all you see is a red star with a white background.

The (') and (") are not feet and inches, they are minutes( of arc) and seconds (of arc)
So the coordinates are ;

N 28 deg 37 min 37 sec

W 92 deg 29 min 18 sec

I reckon it's somewhere near Little Rock, Arkansas

Skeptik is correct, it's located in the Gulf of Mexico. China has lat/long of about 30 North, 90 EAST.

92 degrees must be longitude as latitude only goes to 90 which is North or South poles.
Longitude is distance East or West with Greenwich (in South of London England) taken as Zero degrees. Greenwich was chosen as an astronomical observatory was established there in the 17th century to research improved methods of ship navigation.

you need to define whether you are east or west and north or south (positive and negative degrees). Use google earth placemarker to find it.
