This question is about a 98 Honda Accord V6. A "whirring" noise began under the hood. I suspected that it was the power steering drive belt, because the sound seemed to come from that, and the whirring fluctuated when I turned the steering wheel.

While examining the power steering motor's belt, I looked down and noticed that the other belt is not moving at all.

The V6 Accord of this year has 2 belts; 1 goes from the flywheel to the power steering pump. The other is a serpentine belt that goes to everything else. The power steering belt is moving and seems fine.

So, why isn't the serpentine belt moving? By hand it feels quite stuck, but when the car is running, all systems seem to be working perfectly.

I should hear bad squealing and smell rubber burning, but I don't. I hear just that slight "whirring."

How can that belt not be spinning on the pullies, yet the systems seem to be OK?

Water pump is attached to engine and this belt does not operate it. As I said, all systems appear fine, including voltage/electrical.

Could belt be stuck until I hit enough RPMs to jog it loose?

is it the air conditioner belt?...if not you may need glasses!...try painting a white mark on the belt and re-check? im not familiar with this car...so someone out there will know...

If the belt isn't moving, one of the components is froze up. Remove the belt and try turning each unit separately. You may think everything is working, but, believe me something isn't. The P/S noise is probably the P/S pump low on fluid or is worn out. Good luck.

Your main drive belt drives the alternator and ac copressor pully, your water pump is driven by timing belt. Try to loosen the belt by the way of the tensioner pully, when belt is completely loose try turning your compressor pully by hand if stuck bad compressor

If that belt is not moving then the alternator is not recharging the battery and the water pump is not circulating coolant.
That sounds like you are about to lose an engine. Best get it to a mechanic asap.

he got scammed big time, that belt is only about $25 and it takes about 10 minutes to put on, it's possible a pulley has gone bad on one of the accessories that the belt turns and now the belt is shredded, I can see that happening but they really took advantage of him on the price they charged.

I have an easy answer for this question.
The belt has either stretched or has loosened.
Tighten the belt to factory specs. or replace it to so you can adjust it to the right tightness.

Check the bolts on the crank and all other pullies.

Sounds like maybe you broke a pulley (overtight)

That will cause a bind and nothing will spin

Check that the crank pulley is turning. If not the key or key-way may be damaged.
