Our conscience is designed to act as a compass to direct us in life. The bible talks about what happens to a person who has a seared (damaged) conscience in the books of Romans ch. 1.
People who say they have no guilt have clearly ignored so many warnings within themselves, that they may not know right from wrong or they choose not to be sensitive in certain areas and don't even allow God to convict them anymore. What a dangerous place to be.

That's an interesting question because Consciousness itself, as you seem to suspect, doesn't have a dark side. Consciousness is the light that KNOWS when something is wrong.
To look into this subject more deeply, I would recommend "Gospel Enigma: and the young heretics" It gets deeply into the subject in the latter chapters. In general, more of that kind of light means better behavior.
But it's a very interesting and important subject... very important.
