No its not possible to put taskbar in 2 monitors.
The first monitor is the "main" screen while the second is just the "extension".. That means you can only assign 1 monitor to contain the taskbar.
I suggest you DO NOT assign the taskbar to the monitor which you use as your *working* environment.
Personally I want my desktop to not contain any taskbar or background so that I can work around my graphics applic freely.. So I set the taskbar to the other monitor which I seldom use as working environment
Hope this helps

I believe unless you have an SLI capable motherboard only one graphics adapter will be active at one time, much like a sound card, I would check on that to make sure but most likey you will need a new graphics card capable of supporting dual monitors...Regardless yes that is possible, but I think the method is really inefficient if all your going to do is access the hard drives on the second computer, personally I think taking the old hard drives out of the old system and putting them into the new system and connecting the 2 montiors to the new system would be a much better option.

You can only have one task bar on one monitor unless you make the other monitor "mirror" the other, which is pointless

You probably want to find a tool called UltraMon which makes dual monitor control alot easier.

You have to do it in the configuration interface for the video card or built in program.
There shoud be an option to clone the second one to be exactly like the first one.

you cannot extend it to cover both monitors but you can drag it to the other (it will have to be unlocked). I have mine setup vertically in the middle of the 2 monitors, that minmizes the distance i have to move my mouse from either monitor...if thats what your trying to do. hope that helps!
