I dont have a PCI-E slot so I was wondering what to get. I only have a 250watt PSU. Im looking for a card so i can play some games.

Get an AGP graphics card.

PCI bus is SLOW for 3D graphics acceleration. PCI slot can only handle devices that draw 25 watts or less. Fast graphics cards draw more than 25 watts. PCI graphics cards are expensive and not worthy of their 3D performance.

AGP will give you the most bang for your buck, as others here have indicated. For gaming on a budget (some cards can shave an easy $200-$300 out of your wallet), you might want to check out the ATI 9550. Newegg.com has a bunch of these, and they really are a good bargain for AGP cards.

No matter what you decide on, you might want to beef up that power supply--I personally wouldn't go under 350W, and 450-500W are even better. They give you room to grow when you decide to upgrade video cards, the CPU, or even add a hard drive or two.

I would suggest getting the best AGP card you can as this will give you the best video performance. Also recommend changing your power supply as they are not too expensive and can save you future headaches. You are probably using every bit that the power supply can provide. Stock power supplies are minimal at best.
Should you really wish to upgrade as most of the performance cards are now PCI-e, you could always upgrade your mobo as this is not that difficult a task.
