"Tribal sovereignty means that; it's sovereign. I mean, you're a — you've been given sovereignty, and you're viewed as a sovereign entity. And therefore the relationship between the federal government and tribes is one between sovereign entities." —Washington, D.C., Aug. 6, 2004 (Watch video)

Could he have been talking about the relationship between the U.S. Federal government and the various Native American tribes? I think that might be the case. That concept which he pointed out is clearly spelled out in many of the treaties we entered into with those tribes over the past 200+ years. Since he said this over three years ago, and you didn't provide any link to the video, one has to wonder about your own agenda. In response to your question, I am worried that raw hatred of one man has colored how people feel about various issues.

Would it sound so foolish if you substitute the word "state(s)"
in the place of tribes(s) (USA versus Iraq) ? -- now then,
what was the context of the speech or question that G.W.
was referring to ?
