Since all of this is speculation, i'll go for this scenario:
The triple H vs umaga match becomes triple treat with orton for title...however...the match ends in a draw (how, don't ask, and I don't actually care what match is made for the title either, just that it will end in a draw and there will be 'NO' champ). I think this is a better storyline.
Then come next pay-per-view, the championship will be decided by the Elimination Chamber, with possibly orton, triple h and umaga in it, but especially the return of HBK. Then it will come down to triple h and hbk, who will reform Dx right there and then, and hold the WWE belt together under DX.
Walla, best storyline there is for this situation!

Actually HBK may not be coming back. He has been telling Triple H he is more focused on family and his spirituality right now and unless he gets a greatly reduced schedule or feels sorry for WWE now that Cena is injured I wouldn't expect to see him. So then the real question is do the WWE put it on Orton long term or do the have Triple H beat him pretty quickly for the title. There are no other options, as there are no other legit contenders besides maybe Umaga and a heel vs. heel feud just won't work or sell tickets.

The WWE's "official" statement/story : Mr. McMahon said the situation will be rectified at No Mercy. There will be a WWE Championship match this Sunday. History will be made Sunday when a new WWE Champion will be crowned at No Mercy, live on pay-per-view.
Actual match details at this time have not been published, and it looks like the WWE is going to keep it secret till showtime. One thing is certain, however: There will be a WWE Championship Match this Sunday at No Mercy a new WWE Champion will be crowned. Cena’s injury and inability to defend his title against Orton opens the window for several WWE Superstars. (My guess is they won't strip Orton from the opportunity to become WWE Champ) Mr. Kennedy thinks he is the future of WWE and as usual thinks he has to prove a point. Intercontinental Champion Jeff Hardy, who has received very few WWE Championship opportunities in his career may be in line for a shot. Then there is the Wild Card factor... some Superstar who is not a member of the Raw locker room. (these suggestions directly from WWE.com) Seeing as Batista,Triple H, Khali,Umaga, Rey Mysterio and Finlay already all have matches my guess is they are the few we can eliminate as contendors for the title. ;)
Looks like the only way to find out who the next WWE champion will be is going to be to catch No Mercy, on Sunday, Oct. 7 at 8/7 CT. Anything else said is going to all be educated guesses and hopes pinned on favorites.

Remember the promo on Raw .It may either be HBK or Y2J.
Now Cena is gone & the WWE title is vacated.
It was John Cena vs. Randy Orton.
Now its going 2 be Chris Jericho vs. Orton OR HBK vs. Orton for WWE title at NO MERCY.

hbk is not coming back for a while. hes spending time wth his family. its either orton or hhh. seeing how orton gotten in so much trouble a few months ago, i think the game is going to take the title and feud wth orton or kennedy or umaga.
if wwe is really smart, they would make those superstars feud for the title wth great matches and great storylines. with hardcore matches. pull out all the stops. since their ratings are so low.

No. He's being stripped of the title and currently out of action for 6-12 months due to torn pectoral muscle surgery.

thats an interesting thought
however i feel they will give the title to orton since they have a program planned between orton nad HHH
however i am not sure who his oponent will be at no mercy
interestingly kennedy, carlito, jeff hardy, lashley and booker r not booked on the show although we know that booker and lashley may not be available for the show
i think it may be a orton/carlito/hardy/kennedy four way match

i don't mind orton as the wwe champion he deserves the belt anyway but i really want triple h to be wwe champion because he is the game and soon 11 time champion but not sure when
