Technically yes you were supposed to get arrested for driving with a suspended license and the car should have been towed. You were lucky the cop wasn't a jerk and was being pretty forgiving. Your next step is to find out why you're suspended and do what it takes to have your driving privileges reinstated. You might have to spend the day at the MVA dealing with paperwork and long lines but I doubt you need a lawyer. And please, don't get behind the wheel again until you get it straightened out. If you get pulled over again the next officer might not be as nice.

Hey there, you pulled a Paris Hilton :)~ But seriously, yes the cop could have arrested you if he wanted to be a jerk about it. I don't see why you'd need a lawyer if the cop was nice enough to leave you there and not arrest you, but if you get pulled over again the next officer will see that there's already been a ticket written for driving while suspended, so he may very well arrest you. So you'd better play it safe for awhile until your stuff is paid for or whatever it is you have to do to get your license reinstated. At the very least, get current tags for your car so you won't be an obvious red flag to pull over.

If your drivers license is suspended as indicated, then the state has already taken away your driving privileges.

Get a lawyer.
